Shots fired in Jonesville

Jonesville Police arrested a man they say fired a handgun inside city limits and resisted arrest on Friday.


Paul William Royall, Jr., 59, of Jonesville was charged with one misdemeanor count of discharging a firearm inside city limits and one count of resist, obstruct and delay, according to a Jonesville Police incident report.


The incident was reported July 12 at 6:16 p.m. and took place at 159 River Road in Jonesville, according to the report.


Police reported that the suspect had consumed drugs or alcohol.


A police official said officers seized several firearms and various kinds of ammunition due to Royall’s intoxication, including a JC Higgins 20 gauge shotgun, a Stevens .22 caliber rifle, a H&R .32 caliber revolver and a Colt .177 caliber BB pistol.


Jonesville has a firearms ordinance in place to keep citizens from shooting firearms inside town limits.


Ordinance § 130.03 (A) reads: “It shall be unlawful for any person to fire, shoot a gun or pistol of any kind, air gun, or any device shooting or propelling a bullet, shot, or any missile which is likely to cause injury or damage to persons or property within the corporate limits of the town. This section shall not apply to any law officer in the discharge of his duty or to any person in the defense of his home or person or to any act done in order to prevent the commission of a felony.”


The authority for a town to issue such an ordinance stems from North Carolina’s G. S. §§ 160A-189, which reads: “A city may by ordinance regulate, restrict, or prohibit the discharge of firearms at any time or place within the city except when used in defense of person or property or pursuant to lawful directions of law‑enforcement officers, and may regulate the display of firearms on the streets, sidewalks, alleys, or other public property.”


No bond was listed, and Royall was not listed as confined anywhere. His trial date has been set for November 13 in Yadkinville.
